Overview of project/role
To achieve our Vision Zero target of no one killed on or by a bus by 2030 TfL is delivering a world leading Bus Safety Programme. This programme includes extensive vehicle redesign to make buses safer; innovative virtual reality safety training for drivers; and independent research into driver fatigue. The programme is growing rapidly and the Bus Safety Development team works closely with bus operators, manufacturers and other stakeholders to ensure that all work streams are evidence-led and have real impact on the safety of bus passengers, pedestrians, cyclists and motorcyclists.
We are now looking for a Bus Safety Development Manager to join our team.
You’ll be responsible for driving, managing and sponsoring delivery of the existing projects comprising the Bus Safety Programme. You will also assist the Senior Manager in initiating new activity, initiatives and projects as part of the Bus Safety Programme.
Your remit will include forming virtual teams across the business depending on the nature of the planned activity including but not limited to maintaining relationships with City Planning, Technology and Data and Engineering, co-ordinating a Project Management Team sourced from within the Projects and Programmes Directorate.
Responsible for horizon scanning for issues that may impact on the safety of the bus network and liaise with the Surface Health and Safety and Road Safety teams to implement mitigations or remedial work as appropriate
Champion the execution of bus safety policy as defined by the TfL Board, Mayor's Office and GLA
Responsible for identifying intelligence and data relating to casualties on the bus network and provide recommendations and mitigation plans to the Senior Bus Safety Development Manager to avoid or reduce severity of future incidents
Provide technical expertise across the Bus Operations directorate to assist safety performance management of operators
Accountable for sponsoring the delivery of specific projects within the Bus Safety Programme, client delivery of work streams and engaging with relevant stakeholders to ensure agreement and delivery to cost and time:-Align with wider road safety initiatives and healthy streets
Assist the Senior Bus Safety Development Manager in the formulation of strategies to deliver targets for 2022 and 2030 to reduce serious injuries and zero deaths on the bus network with appropriate methods of evaluating success and measurements
Represent the Senior Bus Safety Development Manager on developing strategies to develop a culture of road safety across TfL staff, Bus Operating Companies and TfL Partners, engaging with Bus Operators to deliver appropriate safety training and embedding collision reduction objectives by providing examples of best practice/initiatives
Evaluate effectiveness of sponsored projects within the bus safety programme through the development of performance metrics using both datasets that already exist within Buses and suggesting potential new sources of data from across Surface Transport

Excellent understanding of strategic goals of TfL, Surface Transport and the political landscape (Essential)

Expertise in understanding complex data, especially that provided by the IRIS and ACCSTATS databases (Desirable)
Good understanding of road safety, particularly in running Public Transport and of the road network (Desirable)
Excellent understanding of London's Transport network and its associated safety issues (Desirable)
Managing complex stakeholder relationships in a fast-moving political landscape, challenging, negotiating and influencing at all levels (Essential)
Achieving results through others including influencing staff to take a more dedicated approach to resolving issues raised (Essential)
Applying safety methodology in a large complex public transport or road management environment (Desirable)
