Day-to-day, your focus will be on motivating and developing your department to deliver safe, cost effective engineering solutions across the organisation. But it doesn’t stop there; you will also apply your own extensive technical expertise across a wide range of complex issues on the transport network, as well as developing technical strategy and acting as the designated technical authority where assigned. 

You will provide Engineering Management for a portfolio of delivery engineering work and associated organisational unit and will be deployed through the TfL Engineering matrix management operating model to a defined role in an embedded Delivery Engineering organisation, with roles and responsibilities for delivery of specified engineering functions and services to the Delivery Business where an understanding of national rail standards and procedures will be desirable. You will be the principal point of contact for the Delivery Business engineering function, managing the relationship with key stakeholders. You will be accountable for understanding delivery business requirements, developing engineering scopes of work and solutions to meet requirements, and managing the successful delivery of functions and services to agreed levels. Engineering Manager roles require a deep understanding of delivery business specific requirements and enduring working relationships with Delivery Business stakeholders.

The job holder will:
Be the Delivery Business technical lead on behalf of the Head of Engineering and provide technical leadership to a multi-disciplinary Engineering team.
Support the Delivery Business for all Engineering matters including strategic advice as necessary such that TfL Directors are appropriately assured of the direction and quality of engineering outputs within the Delivery Business.
Manage operational/system Performance, Reliability and Safety providing appropriate incident response, reporting and assurance to TfL to meet regulatory & governance requirements.
Be the single point of engineering accountability for the Delivery Business with the Profession Heads and maintain the confidence of the Profession Technical Authorities for all engineering change, maintenance and operational assurance for the delivery business.
Embody cross-discipline appreciation and respect, promoting “cradle to grave” ownership and active participation in the Delivery Business operation through the integrated team.
Be the technical controlling mind of the integrated operational system and a true inter- disciplinary champion ensuring resolution of inter-discipline conflict.
Lead Delivery Business strategy for common technical solutions and protocols
Challenge and develop both TfL Engineering and Delivery Business processes and methods to improve engineering outcomes and efficiency.

Knowledge:
Deep domain knowledge of relevant Delivery Business operational engineering fields including engineering support and governance throughout operational service, maintenance and decommissioning. Good commercial awareness and knowledge of engineering contract management.

Wide experience of the management of multi-disciplined teams from a senior management position, including responsibility for £multi-million engineering budgets. Extensive experience of providing professional engineering services to significant value programmes/ projects for large, complex, safety focussed and regulated organisation(s), where there are multiple complex interfaces, and delivering to time budget and quality. Experience of building relationships with, and influencing, a range of stakeholders at all levels within and outside the organisation Experience of managing significant operational incidents and associated technical risks in a real-time operational environment, with effective communication and maintaining confidence of TfL & external stakeholders.
Excellent working knowledge (desirable) of the TfL Business, its obligations and priorities 

Skills:
Ability to communicate effectively, both orally and in writing, with people at all levels across the organisation and externally.
Ability to influence people at all levels across the organisation and outside, including negotiating and successfully facilitating joint decision-making
Ability to analyse complex data (quantitative and qualitative), draw conclusions, and produce solutions and decisions
Ability to lead and motivate people at all levels, within own team and across the organisation and outside
Ability to manage customer expectations and deliver service to meet expectations
Ability to build effective working relations (partnering) with people at all levels across the organisation and outside.
Ability to manage complex portfolios of work, conflicting priorities and multiple dependencies to achieve tight deadlines.

Experience:
Extensive senior management experience in relevant Engineering environment.
Chartered Engineer (or by exception, demonstrable equivalent accountable experience).
Extensive and wide-ranging engineering experience over the whole asset lifecycle.
Substantial track record and experience of strategically managing a number of teams or groups of staff at all levels including personal skills development, team building and performance management.
Input to and strategic management of multi-discipline design, construction, operation, maintenance initiatives.
Experience in thinking strategically and identifying systems and processes required to meet immediate and longer-term business aims.
Experience of asset management and whole life costing/ evaluation techniques is desirable.
Substantial experience of working with regulated transport or railway environments (or a demonstrably equivalent industry).
Very broad knowledge of transport system engineering, operational and commercial systems backed-up by strong aptitude for holistic & integrated thinking.
In-depth knowledge of relevant health and safety legislation, guidance and good practice.
Proven track record in the effective control of substantial budgets and the delivery of £multi- million portfolios to required cost, time, quality and budget.
